Fourth Street Project

This project will consist of separating combined sewers on Fourth Street (State Route 13) from National Drive, near CSO 1014 to Granville Street at State Route 16. This work will replace old existing brick sewers with new sanitary and storm sewers. All waterlines will be replaced as well under separate financing. A small amount of green infrastructure will be part of the project near the downtown area of the City. This loan is for the construction of this project and will have the design loan incorporated into it. The estimated cost of the overall project is $29,000,000.

Based on the current schedule, the intersection of Locust and 4th Street will become left turn only starting in the March/April timeframe this year and lasting for about one year. The Church Street Roundabout will be finished by the end of 2022, however, final paving will probably occur in the spring of 2023.

Beginning Monday, May 9, at 7:00 AM, West Locust Street, East of North 4th Street will be closed.

North 4th Street will remain closed from West Locust Street to West Main Street.

This phase will last until Monday, May 23, 2022.

Beginning Monday, May 23, at 7:00 AM, West Locust Street, West of North 4th Street will be closed.

West Locust Street, East of North 4th Street will be open.

North 4th Street will remain closed from East Locust Street to West Main Street.

The closure of West Locust Street, West of North 4th Street, will last for approximately 6 months.
